Gian Luigi Albano is Head of Division at Consip, the National Central Purchasing Body, Italy, and Adjunct Professor of Economics at University LUISS “G. Carli.” He is the co-author of "The Law and Economics of Framework Agreements - Designing Flexible Solutions for Public Procurement" (Cambridge University Press, 2016) as well as Associate Editor of the Journal of Public Procurement. His current interests comprise tender design for achieving Social Value for Money and “global” framework agreements. Dr. Albano is also an expert on public procurement for the European Commission, the Inter-American Development Bank, the OECD, the OSCE, the World Bank and the UN.

Mr Bernasconi has 40 years’ experience in the world of pharmaceuticals, medical technology and trade association leadership.  He has worked in senior leadership position in companies such as Johnson & Johnson, Schering Plough (now Merck), and Medtronic. He has exercised his leadership in various geographical areas around the world, including, the US, Europe (France, Italy, Belgium, Switzerland), Turkey, the Middle East and Africa.

Throughout his career he has been involved in trade association activities and responsibilities both for the pharmaceutical industry and the MedTech Industry. Prior to become the CEO of Eucomed and EDMA and then MedTech Europe, he had been elected President of APIDIM (The French Association for the Promotion of Innovation in Medical Devices), and Vice President and Treasurer of SNITEM (French Medical Technology Industry Association).

Andy is the Communities Director for ECHAlliance – the Global Health Connector where he has built a large network of 70+ Global Digital Health Ecosystems, 12 thematic innovation ecosystems and a Membership Community of 930 Health organisations.
He has a long career in health and social care and funding going back over 30 years starting in the mental health field working with mentally disordered offenders, homeless young people, regeneration, economic development and social care, dementia and robotics.

Anders coordinates the chemical management in Region Västra Götaland from the aspects of health and environmental protection. His work involves setting up and evaluating demands in procurement, and educating employees about the safe management of hazardous chemicals. Anders has been involved in risk assessments of hazardous chemicals for over 15 years and initiated the National Substitution Group (NSG) in Sweden where he is still active. He is employed by the occupational health service of the Region and is also involved in promoting healthy lifestyles for a sustainable future.

Lieve Bos is a telecommunications engineer that worked in industry for 7 years on research and innovation projects, including also for public sector customers. After having experienced the barriers to innovation procurement from the private sector side, Lieve started working on public procurement policy from the public sector side. Since 2005 she works in the European Commission in DG CONNECT (DG Communication Networks, Content and Technologies) as policy officer for innovation procurement and green procurement in the digital economy. In this function she has developed policy initiatives and incentive mechanisms via the EU funding programmes to encourage public procurers around Europe to procure more innovative and green digital solutions.

After graduating from Kings College and the London School of Economics, Alyson began her career in the retail procurement sector, and then as an NHS Graduate trainee and has continued as an NHS procurement professional ever since at trust and local level, and as an advocate of collaborative procurement at all levels.

Alyson set up the NHS collaborative procurement hub, NHS Commercial Solutions, in July 2007 which is now in its 15th year of operation and has saved over £240m for the NHS providing end to end services across the full procurement cycle.

Having worked as a procurement professional in the NHS for 41 years – 23 of which have been within collaborative working environments - Alyson is firmly convinced of procurement’s key role in the delivery of quality improvements, as well as in the achievement of value for money.  Alyson has a strong commitment to building and developing strategic partnerships designed to improve patient care.

Simon leads ICLEI Europe’s activities in the field of circular economy. With 20 years’ experience working in ICLEI’s Sustainable Economy and Procurement team, he has co-ordinated numerous European projects and initiatives in the fields of sustainable and innovation procurement, circular economy and smart cities.

   Simon is currently co-ordinating the Big Buyers for Climate and Environment initiative, on behalf of the European Commission (DG GROW), which aims to encourage strategic collaboration between European public buyers to help drive the market development of innovative and sustainable products and services. He is also co-ordinating CityLoops, a European circular economy demonstration project, focusing on circular solutions in the fields of construction and demolition waste (CDW) and bio-waste.  Previous projects co-ordinated include  the Global Lead City Network on Sustainable Procurement, BuyZET, SPP Regions and Clean Fleets.

Adam obtained his PhD from NUIGalway in 2015. His PhD examined the interaction between femtosecond laser pulses and flexible glass substrates, and developed laser manufacturing processes for display and photovoltaic markets. Adam is developing flexible sensor technology for use in a smart woundcare device. In addition the value chain and technology roadmap for such a device is being explored. The project is led by Prof. Georgina Gethin (School of Nursing & Midwifery) and Prof. Gerard O'Connor (School of Physics).

Professor Mario Comba is Professor of Public Comparative Law at the University of Turin (Italy), where he teaches Comparative Economic Law and Comparative Public Law. Published extensively in the field of comparative public procurement. Professor Comba has just published a book edited with Carina Halonen on ‘Central purchasing bodies in Europe’. 

Professor Comba is a former president of SCR Piemonte SpA (the central purchasing body of the Regione Piemonte) and the EHPPA association, and a member of the Council of the European Law Institute.

Vincent Delke is finalizing his Ph.D. project at the University of Twente in The Netherlands, in cooperation with the University of Applied Sciences, Münster. Christine principals HealthPRO’s Pharmacy portfolio, leading the procurement of pharmaceuticals on behalf of more than 1,300 hospitals across the country. In this role, Christine works collaboratively with members, suppliers, industry associations and all levels of government to spearhead strategic initiatives designed to maximise savings and promote assurance of supply and patient safety. Prior to joining HealthPRO, Christine was Director of Pharmacy Services for a large community hospital in Ontario, Canada for over 20 years, where she oversaw pharmacy operations for inpatient pharmacies across two acute care campuses, the regional cancer centre pharmacy and chemotherapy suite, as well as accredited outpatient pharmacies. Christine holds a Bachelor of Science degree (Pharmacy) from the University of Toronto and a Master's degree in Adult Education, earned The Osgoode Certificate in Public Procurement Law and Practice and is a member of Health Canada's Multi-Stakeholder Steering Committee (MSSC) on Drug Shortages.

Professor of microbiology at the KU Leuven and coordinator of international relations at the UZLeuven. After medical studies and PhD research at the KULeuven, he was a research fellow at Oxford University. He specialised in medical microbiology and hospital management. Arianna Gamba leads the Circular Healthcare Programme at Health Care Without Harm Europe, with the goal of ensuring European health systems drive markets towards toxic-free products that conserve finite resources, minimise waste and contribute to an ethical supply chain and circular economy. She manages a portfolio of projects as well as overseeing the implementation of an EU advocacy strategy related to public procurement, circular economy and sustainable supply chains. 

Neurologist and Health Economics expert, Dr Paul Garassus has been President of the UEHP (Union of European Private Hospitals) since 2015.  His work centres around improving quality and efficiency in healthcare, through enhancing interactions with policy makers and academics. 

Dr Garassus is also a member of the BIAC (OECD Business and Industry Advisory Committee), an international business network whose goal is to include civil society in systemic views and challenges for new regulatory states and perspectives in a positive debate, whilst advocating for open markets and private sector-led growth.

Toni Gilabert, Pharm D, PhD., MPH is Assistant Professor in Clinical Pharmacy and Pharmacotherapy at Barcelona University. He is also Director of Innovation and Partnership at Catalan Health and Social Care Consortium (Consorci CSC).

Dr Gilabert’s previous roles include Director of Pharmacy and Medicines in the Catalan Health and Social Care Consortium, and overall responsible for Pharmacy and Medicines in the Catalan Health Service, Government of Catalonia.

Jorge Gonzalez is the founder and director of TICBioMed and PROCURE4HEALTH dissemination partner. TICBioMed is a business association based in Murcia, Spain which connects healthcare organisations and investors through the promotion of collaborative projects in digital health.

TICBioMed supports healthcare organisations in the procurement space, linking demand and supply by leveraging an extensive European network which includes SMEs, startups, healthcare organisations, pharma, medtech, IT, investors, legal and regulatory experts, and academia; using open-market consultations and communication to facilitate open-innovation agreements between stakeholders. The association also supports with  business model development, commercialisation strategy, internationalisation and private funding.

Jorge has worked on numerous projects for TICBioMed including inDemand, a demand-driven co-creation model for digital innovation in Health with a community of 15 regions. Armin Haas is general manager and partner of the Digital Health Port, a company that code, sell and fund Digital Health Innovations. He has more than 25 years experience in the MedTec and Digital Health industry in different companies and various leadership roles of marketing, sales & digital transformation.

Danny Havenith is graduated as Master of Business Administration in 1992 from the HEC-Hautes Etudes Commerciales in Liège/Belgium. He obtained his diplomas in Controlling (1999 Controller Academy Munich) and Master in Management and Health Policy (2010 KUL Leuven). Working in Company Management for 25 years, he started in the finance, administration and quality management of a logistics company.
After years of management in printing and press companies, he changed into the health sector. He became CEO of the private St. Nikolaus Hospital for ten years until begin 2018.
He is currentliy general manager of MercurHosp, the central procurement office of Wallonian and Brussels Hospitals in Namur / Belgium and independent manager in several companies.
In 2019, he was congress chairman of the Congress EAHM2019 of European Hospital Managers, until 2020 member of Board of Belgian Association of Hospital Directors and since 2021 chairman of EHPPA.

Neil Hind is an experienced programme management procurement professional being a Member of the Chartered Institute of Procurement & Supply. He also holds an MBA from the University of Liverpool.
He is currently consulting on Net Zero for Carbon & Social Value Projects for NHS Greater Manchester Integrated Care . Before this he was the chair of the NW PPE & Consumables Cell for NHS England supporting the pandemic response.
He has previously held the roles of the Head of Procurement for the West Yorkshire Combined Authority and was Head of Procurement at NHS England whilst implementing a new Commercial and Procurement team. 

Tom Hoeben works as Procurement Manager at the Jeroen Bosch Hospital in the Netherlands since 2017. The Jeroen Bosch Hospital is a large top-clinical hospital with more than 4,000 employees and is a member of IAZ (a Dutch GPO of 10 hospitals). His team notices the supply chain effects of post-Covid and MDR on a daily basis. Therefore availability and knowing your supply chain therefore have a high priority. His team is conducting suppy chain risk surveys since 2016 and Tom will share these experiences. Prior to his current job, Tom worked for many years as a consultant at Significant Group and PwC.

Nicolai Holten is Demand and Supply Manager for Amgros, a Copenhagen-based procurement organisation which specialises in securing supplies of medicines for public hospitals in Denmark, through efficient procurement and tendering procedures.

Nicolai has over 25 years’ experience in supply chain management within the pharmaceutical industry, with a specific focus on production planning and sales & operation planning. 

In March 2020, he was involved in establishing - and later maintaining - a process for procurement to a national safety warehouse covering all drugs used in Danish hospitals.

Public Health Pharmacist with more than twenty years of experience in pharmaceutical policy, with a special focus on access to medicines and health technologies, procurement supply and chain management (PSM), health system strengthening and health logistics. She joined WHO in 2012 as Procurement Officer at the WHO global Services Center in Kuala Lumpur (Malaysia) where she was responsible of the global procurement of medical items for WHO, and emergency health procurement (the vaccines emergency stockpiles, WHO emergency health kits). Since April 2016, she is part of the WHO Regional Office in Copenhagen, in the Access to Medicines and Health Products, Division of Country Health Policies and Systems Health Technologies and Pharmaceuticals, Division of Health Systems and Public Health. She provides technical support to the countries in the WHO EURO region in Strategic Procurement and access to medicines under the umbrella of Universal Health Coverage (UHC). Since March 2020, she is also part of the WHO EURO Emergency team and responsible to support Member States in the WHO EURO region with Medical Supply Chain response for the Covid-19 and other emergencies.

Daniel is the CEO of PURCH, a Gothenburg-based Healthcare Strategy Consultancy and Group Purchasing Organisation which works to increase transparency and market efficiency through benchmarking, data driven analysis, group purchasing and more. He is also head of the Health Proc Europe Association for the Nordic region. 

Daniel has a background as a business consultant focusing on operations management, change management and strategy implementations. He is also a co-founder of Medtech company Lumina, commercialising innovative advanced wound care dressings.

Daniel has an MSc in Industrial Engineering and Management and an MSc in Innovation and Entrepreneurship from Chalmers University of Technology, and a BSc in Finance from the University of Gothenburg.

Lieke van Kerkhoven is one of the co-founders of FLOOW2, a global leader in the provision of business-to-business digital marketplace solutions for organizations, networks and sectors to share equipment, services, facilities, knowledge and skills to reduce waste, lower costs and build revenue.

As well as being one of the initiators of FLOOW2, Lieke has a professional background in healthcare which includes a PhD in medicine, in addition to over 10 years’ experience working at managerial and organizational level within the healthcare sector in The Netherlands and abroad. 

Lieke is an expert in initiating and growing concepts; developing partnerships and strategic alliances; and instigating social and environmental change. Through her work with FLOOW2, she is helping to drive the global change towards a circular economy.

Louise Knight (FCIPS) is a Full Professor at the University of Twente (NL). Here research and education activities focus on procurement's strategic and policy roles in promoting innovation and supporting sustainability transitions, especially from the point of view of public and non-profit contracting authorities and healthcare providers. Recent work includes: competition and markets, and the long term (un)affordability of healthcare; procurement and 'business-not-as usual'; dynamic capabilities of 'born sustainable' firms; innovative and responsible public procurement and urban transitions; learning from the Covid-19 pandemic for reliable and resilient healthcare procurement in future crises. Ronald Lavater is CEO of the International Hospital Federation. Based in Geneva, Switzerland, the International Hospital Federation (IHF) was established in 1929 as a global not-for-profit, non-governmental organisation. The IHF describes itself as ‘the global voice of hospitals and health systems’, providing its members in the healthcare sector with a unique platform for knowledge exchange and improvement.

Prior to taking up his position with the IHF, Mr Lavater accrued over 25 years’ experience working in public and investor-owned healthcare companies in the USA and international markets. Furthermore, he is a Fellow of the American College of Healthcare Executives and a Master of Public Administration.

Irina Kalderon Libal is a Policy Officer in Unit “eHealth, Wellbeing and Ageing “ DG CONNECT, European Commission. Her work is focused on digitalisation of health and care systems, ageing and wellbeing with digital technologies, Health Innovation Ecosystems, eHealth deployment in EU Regions, Digital Health Skills and AI in Health. Before joining DG CONNECT, Irina worked in the Commission's Directorate-General for Regional and Urban Policy (DG REGIO), The Office of the High-Commissioner for Human Rights (Sustainable development and Human Rights) and UNESCO (Intergovernmental Oceanographic Commission), among other things.

Doctor Karsten Machholz is Professor for Supply Chain Management and Strategic Procurement at the University of Applied Sciences, Wuerzburg Schweinfurt (Germany). He is also Chairman of the Global Advisory Board and Scientific Advisor for Akirolabs, member of the Advisory Board at XMED iQ, and CEO/Founder of CPO Consulting. Besides this he acts as an Ambassador of the Sustainable Procurement Pledge and has been awarded as one of the Top 10 Procurement Influencers in 2020.

Jean-David Malo studied in the Institut National Supérieur des Sciences Economiques et Commerciales in Paris and the University of California, before starting his career as Head of internal control management in the Comité Professionnel de la Distribution de Carburants in France. 

From there, he joined ARMINES, a body managing contractual research and innovation for French engineering schools where he created, developed and managed the European Affairs Directorate.

Jean-David joined the European Commission in January 2001 and in 2006 became Head of Unit in charge of regional aspects in the Directorate General for Research and Innovation, where he participated actively in a number of developments on the design of funding instruments, rules for participation and funding schemes.

He went on to develop new financial instruments in the fields of debt and equity financing, including Horizon 2020SMEs, EUROSTARS II, SME Instrument and the Fast Track to Innovation.

As Director for Open Innovation and Open Science in 2017, he designed and expanded initiatives such as the VentureEU Initiative and the RDI dimension under the European Fund for Strategic Investments, among others.

Jennifer is responsible for defining and articulating HealthPRO’s brand and overseeing communications to members and other key stakeholders. Prior to joining HealthPRO in 2012, Jennifer held various management positions in leading public relations firms, where she developed marketing and communications campaigns for national and international brands. Jennifer holds a Bachelor of Commerce degree in Marketing and a Public Relations certificate from Concordia University in Montreal.

Fabian Rosenwick is Customer Advisor for Strategic Customers at Amazon Business, responsible for Pharma & Healthcare and the Financials Industry. Fabian himself has Procurement experience, implemented e-Procurement solutions and worked as an independent consultant for mid-size companies. In most of his business life in Essen, Cologne, Barcelona and London he spend energy on Project Management, Change Management, Digital Transformation, Strategy and Business Development – always in an international environment and benefitting from his business coaching skills.

Mathematician with more than 30 years of professional career devoted to improve public administration services, from different positions and visions: in Catalan Public Government Agencies, consultancy firms and service providers companies. For more than 10 years she is focused in innovation for the healthcare sector. From 2019, Caterina is coordinating Public Procurement of Innovation projects at Hospital de Sant Pau in Barcelona. With a broad experience in Public Procurement of Innovation and Value-Based Healthcare models she has participated in Innovation projects either at European, Regional and Hospital Level. He is also advisor for the Catalan Ministry of Economy in promoting Innovation through Public procurement. Now he is Coordinator for Public Procurement of Innovation at Hospital Sant Pau in Barcelona 

Christian Schauer ist seit Gründung der NÖ Landeskliniken-Holding 2005 Leiter der Abteilung Einkauf und hat mit seinem Team den gemeinsamen Einkauf für 27 Klinikstandorte aufgebaut. Seit 2020 ist er in der NÖ Landesgesundheitsagentur als Leiter BU SCM auch zusätzlich für den Einkauf von 50 Pflegeheimen zuständig.  Zuvor war er über 21 Jahre in leitenden Funktionen in Logistik und Einkauf, zuletzt als Konzerneinkaufsleiter eines mit 16 Standorten weltweit agierenden Automobilzulieferkonzerns, tätig.

Jeroen Scheepers studied Industrial Engineering at the Eindhoven University of Applied Sciences (NL) and Business Administration at the Erasmus University Rotterdam (NL). Jeroen worked for 10 years as project and process manager at different multinational companies. In 2008 he made a switch to business consultancy. Initially at Twynstra Gudde and since 2011 as consultant with Involvation. Jeroen is expert in Supply Chain Management, Organisational Development and Business Transformation. He has 20+ years experience in consultancy and management in several multinational companies. Jeroen is also change management expert within Involvation.

Hulda holds a MSc/MA degree in Environmental Science from University of Gothenburg, School of business, economics and laws, Sweden, with special emphasis on CSR and Environmental Management.
She has led the environmental work at Landspitali hospital since 2015, with focus on various projects including climate work, waste management, sustainable transports, minimizing impacts from anaesthesic gases, green public procurement and empowering employees. Resulting in a number of awards; the latest in 2020 Climate award from Reykjavik City and Festa – Center for Sustainability respective HCWH Climate Challenge Award.  
Hulda is a specialist in the fields of management plans and implementation, environmental and quality issues, corporate social responsibility, green public procurement and empowerment strategies and has assisted multiple number of organizations in CSR and Climate work.

Dr. Klaas Stek is an Assistant Professor in Purchasing and Supply Management and Public Procurement, and manager of EL-IPS, the European Lab for Innovative Purchasing and Supply at the University of Twente, The Netherlands. 

The main focus of Dr Stek’s research is effective competencies (knowledge, skills and attitudes) and training for purchasers and procurers. Dr Stek has been involved in multiple European projects on sustainable purchasing and supply, and its implications for industry. He is a member of the Erasmus+ project PERFECT - Purchasing Education and Research for European Competence Transfer - and a member and vice-project lead for the Erasmus+ PERSIST and PERISCOPE projects, which are concerned with Industry 4.0 and the circular economy of supply chains.

Thomas D. Szucs is Professor and Director of the European Center of Pharmaceutical Medicine at the University of Basel. He is also Professor of Medical Economics at the University of Zurich and Honorary Professor at the Peking University. He has an MD from the University of Basel, an MBA from the University of St. Gallen, an MPH from Harvard University, an LL.M. from the University of Zurich, and a Doctorate in Law from the Private University of Liechtenstein. Thomas is specialized in Pharmaceutical Medicine and Preventive Medicine. He is also a clinician in genomic medicine co-directs Genomic Medicine in the Hirslanden Hospital Group.

Ivan Tomka studied interdisciplinary sciences at ETH Zurich and received his PhD in physical chemistry in the field of magnetic resonance. Since 2014 Ivan Tomka has worked for Helsana Insurance Company . There he has built up an interdisciplinary team (data science, medicine, law, negotiation strategies) fighting for fair healthcare prices by data-driven transparency. Ivan Tomka worked in different departments of the Service & Product Division where he has developed a broad and deep expertise in health insurance (medical billing, service purchasing to tariff rate calculation). 

Experienced in International Sales/Marketing & Business Development with a demonstrated history of working in the medical device industry. Strong International business professional. Excellent in Marketing/Relationship/Event Management & Market research. 

Dr. Vos works as an Assistant Professor in Public, Health & Industrial Procurement at the University of Twente. Next to his main work, he is Treasurer / Executive Committee member of the International Purchasing, Supply Education & Research Association (IPSERA), part of the member council of the Nederlandse Vereniging voor Inkoopmanagement (NEVI), Associate Editor of the Journal of Purchasing and Supply Management (JPSM), chairman of the faculty council BMS of the University of Twente, public procurement consultant, and co-founder of the serious game company suPlay. His areas of expertise include supplier resource allocation, public & healthcare procurement, and digitalization/Industry 4.0. 

Jonathan has an extensive background in Healthcare and Procurement, as Commercial Director for West Midlands Health Authority, Chief Executive of Healthcare Purchasing Consortium and as Chief Executive of Health Trust Europe.  Jonathan joined Genmed as the Chairman before transitioning to the position of Chief Executive in 2019.  Along with his many years of experience at senior level within the NHS, Jonathan is an experienced Chief Executive, Chairman and Advisor with a demonstrated history of working in the managed services, information technology and services industry.

Bertrand Wert is working for the European Commission since 2009, and for its European Innovation Council and SME Executive Agency EISMEA since February 2015. He is currently working for the "European Innovation Council", and the “Business Acceleration Services”, where he is in charge of supporting innovative SMEs members of the Accelerator to get access to public and private procurers of innovation. He is an expert on demand driven innovation policies.

The EIC Accelerator programme is supporting the most innovative European SMEs, via grants and equity, to commercialize their innovative solutions and to look for investors.

Previously, he worked from 2009 to 2015 for Directorate General GROW of the European Commission, as Policy Officer for innovation policies. He has been involved in the development of the "Innovation Union" strategy. Meanwhile, piloting demand-driven policy interventions, he managed several public procurement networks or “buyers’ groups” of innovation (Pre-commercial Procurement & Public Procurement of Innovation).

From 2002 to 2009 he has been a researcher in social sciences mainly under European programmes dedicated to research and innovation policies for Local Authorities and Regions.

He has a PhD in Political Science (University Paris-Dauphine, France), a MA in Political Science -- International Relations (University du Québec à Montréal, UQAM, Canada), and a Master in Political Science - European studies (University Libre de Bruxelles, ULB, Belgium).

He has local political responsibilities, elected at the Conseil Communal of Ixelles commune (Belgium) since 2012 and elected Advisor of French citizens living in Belgium.
